Covid-19 – Masuk dan Keluar Wilayah Indonesia

Information on immigration regulations during the Covid-19 Pandemic

In response to the Covid-19 outbreak, DGI is updating the immigration clearance measures at borders for travelers who enter and leave Indonesia by applying health protocols to curb the spread of the virus.

  1.  Warga Negara Indonesia
  2. Orang Asing pemegang Visa yang sah dan masih berlaku
  3. Orang Asing pemegang Izin Tinggal dan Izin Masuk Kembali yang sah dan masih berlaku
  4. Crew members arriving by their own transports.
  5. Orang Asing dengan tujuan kesehatan atau kemanusiaan

Orang Asing pemegang Visitor Visa dan Temporary Stay Visa yang terbit sejak tanggal 22 April 2021 sampai dengan 18 Juli 2021, dan belum digunakan, dapat masuk ke Indonesia melalui perbatasan darat, bandara, atau pelabuhan tertentu sebelum tanggal 16 Oktober 2021 setelah dilakukan reaktivasi eVisa.

Reaktivasi Visa Kunjungan dan Visa Tinggal Terbatas akan dilakukan secara otomatis oleh sistem. Direktorat Jenderal Imigrasi akan mengirimkan Visa yang sudah diaktifkan kembali ke alamat email yang terdaftar saat pengajuan Visa.

Warga Negara Indonesia dan Orang Asing dapat masuk ke Indonesia setelah memenuhi persyaratan:

  1. Shows a negative result of the RT-PCR test in the country of origin, maximum test sampling 3 x 24 hours before departure. Test results are shown during a health check on arrival.
  2. Shows COVID-19 vaccination certificate or vaccination card (in physical form or digital form) as proof of completing vaccination in full dose.
  3. Foreign nationals under the age of 12 years, traveling with their parents and entering the territory of the Republic of Indonesia or traveling with domestic flights, are exempted from showing a COVID-19 vaccination card/certificate.
  4. Foreign nationals entering the territory of the Republic of Indonesia are required to show a COVID-19 vaccination card/certificate with a completed dose according to the vaccination protocol standard issued by the health authorities or pharmaceutical companies that produces the vaccines valid in their respective countries.
  5. Foreign nationals who are active flight crew members or ship crew members who intend to leave the territory of the Republic of Indonesia are exempted from showing a COVID-19 vaccination card/certificate but are required to provide other applicable health protocol requirements.
  6. Kewajiban menunjukkan kartu atau sertifikat vaksinasi COVID-19 (berupa fisik maupun digital) dikecualikan kepada Orang Asing pemegang visa diplomatik dan visa dinas yang terkait dengan kunjungan resmi/kenegaraan pejabat asing setingkat menteri ke atas dan Orang Asing yang masuk ke Indonesia dengan skema Travel Corridor Arrangement, sesuai prinsip resiprositas dengan tetap menerapkan protokol kesehatan secara ketat.
  7. Mengunduh dan mengisi aplikasi eHAC Indonesia (Indonesia Health Alert Card) melalui telepon pintar, kemudian tunjukkan detail kepada petugas saat kedatangan. Atau kunjungi situs web inahac.kemkes.go.id untuk pengisian melalui situs web.

Upon arrival, you will be asked to do an RT-PCR test and required to undergo a centralized quarantine for 8 x 24 hours, with the following conditions:

  1. Indonesian citizens, including Indonesian migrant workers, students, and government employees returning from official trips, will be quarantined at Wisma Pademangan with the costs borne by the government.
  2. Indonesian citizens did not include the above criteria, and foreign nationals will be asked to undergo quarantine in quarantine accommodations that have received certification from the Ministry of Health with all costs borne by each (not paid by the government).
  3. For heads of foreign representatives and families on duty in Indonesia, they can quarantine at their respective residences for 8 x 24 hours.
  4. Diplomatic corps and embassy staff members, along with their families, and other foreign nationals in general, shall undertake quarantine for 8 x 24 hours at the list of accommodations Certified by the Ministry of Health, upon independent choosing, with cost burdened independently.
  5. After quarantine for 8 x 24 hours, you will be retested by RT-PCR. If the result is negative, you will be allowed to continue the journey, and it is recommended to self-quarantine for 14 days. If the result is positive, Indonesian citizens will be treated in a hospital with the costs fully borne by the government, while for foreign nationals, the costs will be fully borne by each individual (not paid by the government).
  6. Mandatory quarantine is exempted for foreign nationals with diplomatic and official visas who are visiting for the purpose of state/official visits of foreign officials at Ministerial level or above to the Republic of Indonesia, with the implementation of strict health protocol.

Bandara dan pelabuhan internasional tertentu tetap berjalan selama Masa Penanganan Penyebaran COVID-19 dan Pemulihan Ekonomi Nasional.

  • Foreign nationals who are not vaccinated and intend to leave the territory of the Republic of Indonesia, but need to travel domestically in order to reach the exit point for international flights are exempted from showing COVID-19 vaccination card/certificate provided that they do not leave the airport area during transit or waiting for their international flights, with the following requirements:
    1. Obtaining clearance issued by the local Port Health Office/Authority to travel domestically, with the purpose to continue their flights to leave Indonesia; and
    2. Showing valid flight itinerary leaving Indonesia for direct transit from the city of departure to the exit point for international destination.
  • Ketentuan tinggal lajak (Overstay):
  1. If you overstay (you stay more than the length of stay decided), you must pay for penalty. It is fined Rp1.000.000/day/person. If you overstay for 5 days, you must pay the fine of Rp5.000.000/person (5 days x Rp1.000.000). If you overstay 60 days, you must pay the fine of as much as Rp1.000.000 x 60 days. Otherwise, you are sent to a detention room for further legal measures.
  2. But, if you overstay for more than 60 days, you are deported, and prohibited to enter Indonesian territory (Immigration Administrative Action) for at least 6 months.
  3. You will proceed to a further inspection at the interview room and pay off the overstay penalty (with a penalty receipt).
