Jakarta: Foreign nationals can apply for a Visitor Visa for Tourism and Pre-Investment at molina.imigrasi.go.id starting Thursday, 26 January 2023. Along with the Indonesian Immigration Anniversary - which is celebrated as Immigration Service Day (HBI) 73rd, the Directorate General of Immigration (DGI) launched this new service, which comes with an online payment method.

"In addition to applying for a Visitor Visa for Tourism and Pre-Investment, foreigners can extend their Electronic Visa on Arrival (e-VOA) through the Foreigners Exit-Entry Module (Molina) website. Payment can be made using a Visa, Mastercard, or JCB credit or debit card. That way, foreigners can complete their visa applications in one process. This is one form of digitalization of public services that the Directorate General of Immigration is promoting,"
explained the Director General of Immigration, Silmy Karim, Thursday (26/01/2023).

Formerly, foreign tourists holding e-VOA had to reach the immigration office to apply for an extension of their stay permit. With this new service, foreign tourists will be more comfortable enjoying their holiday and leisure time because they can process everything anywhere and anytime, simply by using a smartphone and an internet network.

"Foreigners can apply for a Visitor Visa for Tourism and Pre-Investment without requiring a sponsor or deposit money. This service is expected to encourage tourism and investment sector growth. Immigration makes it easy for global business people and investors to explore and review potential investments before investing in Indonesia," said Silmy.

To apply for a Visitor Visa for Tourism, Pre-Investment, or e-VOA, foreigners must register an account at molina.imigrasi.go.id. After logging in, the applicant can fill out the form provided and upload the required documents. Suppose all data is confirmed to be valid. In that case, the applicant can complete the payment by following the guidelines detailed on the website. Next, the visa will be sent electronically to the foreigner's email address.

"I hope that all our efforts will contribute to the nation's progress and strengthen the country's positive image from the forefront. We are also accelerating immigration services that pay attention to people's needs through data-based analysis. It also increases digital insight to Immigration employees," he concluded.

Unlike the usual Visa on Arrival application which is submitted immediately after the foreigner enters Indonesian territory, the Electronic Visa on Arrival (e-VOA) can be submitted from anywhere via molina.imigrasi.go.idAs with eVisa, e-VOA applications can be made no earlier than 90 (ninety) days before the Foreign Citizen (WNA) arrives in Indonesia.

"The validity period for using e-VOA is 90 (ninety) days at the latest from the date of issuance. This means that foreigners can apply for an e-VOA no later than three months before the date of arrival in Indonesia. The e-VOA user can stay for 30 days from the time the entry stamp is placed on the passport," explained the Public Relations Sub-coordinator of the Directorate General of Immigration, Achmad Nur Saleh, on Thursday (15/12/2022).

Even though the submission of an e-VOA application is relatively flexible and the issuance time is fast, Achmad advised foreigners not to make an application in the middle of their trip to Indonesia. This is to ensure that the foreigner has actually held the e-VOA before arriving in Indonesia.

"There were several cases found by e-VOA applicants whose requests were a little delayed, especially when making payments. This is usually caused by the card being rejected by the bank, wrong CVV, wrong PIN or the previous bill has not been paid. It is better to make an application before foreigners leave their country of origin because they can anticipate these risks," he said.

In certain urgent situations, for example when foreigners must immediately make sudden visits for business meetings but there is not enough time, foreigners can still apply for a Visa on Arrival offline. VoA counters in the arrival areas at an airport and seaport continue to serve Visa on Arrival applications offline.

To apply for an e-VOA, foreigners need to prepare a softcopy of their passport biodata page (JPG/JPEG/PNG format), a passport-size photo of themselves (JPG/JPEG/PNG format) and a debit/credit card bearing the Visa/Mastercard/JCB logo. The card used for payment does not have to be in the person's name, as long as the card is valid and has a 3D Secure System so that it can be used for international transactions.

Electronic Visa on Arrival (e-VOA), which was officially opened on November 10, 2022, provides convenience and flexibility to foreign nationals who wish to travel or have business visits to Indonesia. In order for foreigners to be able to apply for e-VOA smoothly, some of the following detailed requirements and application procedures need to be considered carefully. "Based on the information received from the public complaint and information service team, a number of e-VOA applications experience problems because the format of the documents uploaded by the applicants was incorrect. For example, passport biodata page documents must be in image format (JPG/JPEG/PNG), but many upload them in PDF format," explained the Public Relations Sub-coordinator of the Directorate General of Immigration, Achmad Nur Saleh, Wednesday (14/12/2022).

Achmad informs applicants, both foreigners and Indonesian citizens, applying for e-VOA to read the information and guidelines listed on this page https://molina.imigrasi.go.id/front/faq.In addition to the application guide, the page also provides a list of 86 countries of e-VOA subjects along with a list of Immigration Checkpoints (TPI) as the point of entry for e-VOA holders.

"For payment, foreigners can use a debit/credit card bearing the Visa, Mastecard or JCB logo. The card used does not have to be in the name of the applicant, but make sure the card has a 3D Secure System and can be used for international transactions," he advised. The use of appropriate payment instruments greatly influences the smoothness of the e-VOA issuance process. If the applicant has ensured that the card used is correct but is still experiencing technical problems, the applicant can contact Live Chat www.imigrasi.go.id or E-Mail humas@imigrasi.go.id to ensure the status of the application and problem resolution procedures.

"In general, problems with e-VOA payments occur because the applicant's means of payment has been declined by the bank. As confirmed by some of the banks, the causes include incorrect CVV, wrong PIN, expired card or unpaid previous bill. In this case, the applicant will be asked to resubmit their application," he said.

JAKARTA (06/12) – The bogus website to apply for the electronic visa on arrival (e-VOA) https://www.indonesia-evoa.com appears in the top searches of the Google search engine. Foreigners are asked to be cautious. The e-VoA officially took effect from Thursday (10/11/2022), which was regulated in the circular letter of the Acting Director General of Immigration number IMI-0764.GR.01.01 of 2022. During the trial period on 4 – 9 November 2022, 1,719 e-VOA were issued, and 378 foreigners entered Indonesia using e-VOA through Soekarno-Hatta and I Gusti Ngurah Rai Airport.

"Just like the e-VOA payment mechanism, foreigners can also make payments through the payment gateway mechanism on this fake site. It is considered a cybercrime, and we are coordinating with related agencies to address this case," Explained Acting Director General of Immigration Widodo Ekatjahjana.

Previously only citizens from 46 countries were eligible for e-VOA. Later, following the issuance of regulations regarding the addition of countries, there are foreigners from 86 countries who are vulnerable to being the target of fraud on the fake e-VOA website. The e-VOA is valid for tourism, government assignments, business talks, purchase of goods, meetings, and transit purposes. The VOA can be extended once for another 30 days.

"We remind you again, the official website for e-VOA application is only at molina.imigrasi.go.id. The fake website www.indonesia-evoa.com was created by irresponsible individuals to make profits," Widodo concluded.

JAKARTA – Nongsa Resorts, which consists of Nongsa Point Marina, Turi Beach Resort and Nongsa Villa, responded positively to the Multiple Entry Visa policy, which was relaunched on Monday, November 28, 2022. The Multiple Entry Visa policy is considered to have the potential to encourage more tourists to Nongsa, Batam, which will have a better economic impact.

"Nongsa as Indonesia's front page in the Riau Islands requires a special immigration policy. This will serve as a springboard for the development of tourism business in Nongsa in particular and in the Riau Islands in general," said Acting Director General of Immigration, Widodo Ekatjahjana, Tuesday (06/12/2022).

In the period of October and November 2022 alone, he added, Nongsa contributed more than 200 million Rupiah to Non-Tax State Revenue (PNBP) from Visa on Arrival paid by tourist guests.

According to the Director of Nongsa Resorts Group, Gerald Hendrik, the immigration policy, especially the Visa on Arrival, has the potential to improve the overall economy in the Riau Islands. The high frequency of tourists entering and leaving the Riau Islands will not only pay for their hotel costs, but also shopping outside the accommodation area, and this will help food and beverage entrepreneurs and MSMEs.

"I believe this policy will help improve the economy as a whole in the Riau Islands. Especially if there is a VOA option with a shorter visit period and a cheaper fees. This facility will certainly have a good impact on tourist and business people who travel only for a short duration per arrival but with high frequency," he said.

Apart from that, the Second Home Visa policy will also certainly bring fresh air to the property business and foreign entrepreneurs doing business remotely, including digital nomad tourists and international senior tourists.

Widodo stressed that the Second Home Visa is not intended for foreigners who will work in companies in Indonesia and get income from this job. Foreigners who are interested in using the Second Home Visa need to deposit an immigration guarantee fee of IDR 2 billion at a state-owned bank (BNI/BRI/Mandiri/BTPN). Foreigners must first open an account at one of these banks before depositing immigration guarantees.

“Immigration guarantees can also be in the form of luxury properties proved with their certificates of ownership. For foreign retirees who have lived in Indonesia for a long time and already own houses, land, condominiums or other property assets, they can use these assets as collateral and convert their residence permit into a Second Home Visa," he continued.

JAKARTA – 7 South Korean (South Korean) citizens are suspected of misusing Visas on Arrival (VoA) to work. Immigration officers secured the South Korean citizen on Monday (21/11) after holding a talent search event at a shopping center in Jakarta.

Acting Director General of Immigration Widodo Ekatjahjana revealed that the foreigners who abused VoA for work were a creative team from a production house. They were employed in Indonesia to work in a talent search event broadcast live on KBS Korea television station.

"The six creative team members are using VoA. They were hired by two South Korean citizens, one a VoA holder and the other a temporary stay permit holder (KITAS). In total, we have secured eight South Korean passports," said Widodo in Jakarta on Tuesday (22/11/2022).

Widodo's statement was in response to a video circulating in the community showing officers taking the four South Korean citizens forcibly. After further investigation, they admitted that they were instructed by the agent who brought them to Indonesia to pretend they didn't know about their visa condition when immigration officers took them.

"So far, the officers' actions have been according to the procedure because there was resistance from the foreigners. However, I still ordered the Immigration Law Enforcement Director to review and inspect the immigration officers who were on duty then," Widodo explained.

Widodo added, "If in the future elements of abuse of authority are found by officials, we will impose sanctions on them in accordance with the applicable laws and regulations."

Widodo also ordered the Director of Immigration Supervision and Enforcement to take firm steps by examining the agents/administrators who sponsored the four South Korean citizens according to the law.
