Jakarta: The Indonesian Government, through the Directorate General of Immigration, Ministry of Law and Human Rights, has added the subject of Visa on Arrival (VoA) for Tourism to 42 countries. This regulation comes into effect Tuesday (22/03/2022). At the same time, a special VoA for tourism in the Riau Islands was also applied with different country subjects.
"From previously only 23 countries, VoA for Tourism to Bali is available for 42 countries. Currently (VoA for tourism) is only eligible for foreigners who land in Bali and the Riau Islands. Foreign tourists can leave the country through any immigration control area in Indonesian outside Bali or Riau Islands," said Director of Immigration Traffic, Amran Aris.
Countries whose citizens can enter Bali using a VoA are:

"Tourism-only VoA fee is Rp. 500,000 (US$35), based on Government Regulation No. 28 of 2019. Tourists must prepare a passport that is still valid for a minimum of six months, a return ticket or a connecting ticket to continue traveling to other countries, and other documents required by the Covid-19 Task Force," Amran detailed.
"Stay Permits originating from VoA for Tourism are Visitor Stay Permits (ITK), which are granted for a maximum period of 30 days and can be extended for a maximum of 1 (one) time. The extension of the ITK is granted for a period of 30 days and is carried out at the immigration office according to the area where the foreigner lives while in Indonesia. The Visitor Stay Permit from VoA for Tourism cannot be changed into other Stay Permits," said Amran.
Amran also demanded that foreign tourists and tourism industry players cooperate with immigration officials. The owner or manager of the hotel is obliged to provide information or data regarding foreigners staying to ease the supervision of foreigners.
"The foreigners' misuse of the VoA for Tourism is subject to immigration sanctions. Likewise, if they are confirmed to have violated health protocols or disrupt public order, they will be subject to sanctions under applicable laws and regulations," said Amran.
Jakarta: In line with the Government's enthusiasm to revive the tourism sector through sustainable tourism, the Acting Director-General of Immigration, Widodo Ekatjahjana, issued Circular Letter Number IMI-0533.GR.01.01 of 2022, which regulates immigration facilities through the opening of Visa Exemption and a Visa on Arrival (VoA) for tourism in the Riau Islands which is effective on 22 March 2022.
Director of Travel Documents, Visa, and Immigration Control at the Directorate General of Immigration Amran Aris said that a Visa Exemption facility for tourism was granted to tourists from Singapore (citizens and permanent residents) and ASEAN countries (Brunei Darussalam, Philippines, Cambodia, Laos, Malaysia, Myanmar, Thailand, and Vietnam) through the designated Immigration Control Areas, namely:
Batam
⦁ Nongsa Terminal Bahari;
⦁ Batam Centre;
⦁ Sekupang;
⦁ Citra Tri Tunas;
⦁ Marina Teluk Senimba
Tanjung Uban
⦁ Bandar Bentan Telani Lagoi;

Tanjung Pinang
⦁ Sri Bintan Pura
Eligible foreign tourists will be allowed to enter the Riau Islands by showing the following documents:
- A passport that is still valid for at least 6 (six) months;
- A return ticket or a connecting ticket to continue the journey to another country,
- Proof of ownership of health insurance,
- Proof of accommodation confirmation
- Singapore Permanent Resident card
The immigration officer gives an entry sign for the Visa Exemption facility at the immigration control area, which is valid as a Visitor Stay Permit with a maximum of 14 (fourteen) days and cannot be extended. Foreign tourists can leave the territory of Indonesia through any immigration control area in Indonesia, not necessarily through Bali or Riau Islands.
"So not all tourists from ASEAN countries can use the Visa Exemption facility. Only those who have permanent resident status in Singapore, or Singaporeans," explained Amran.
Not only Visa Exemption, but in the Riau Islands, a Visa on Arrival (VoA) is also applied for tourists from the following countries/entity and also for those who already have Singapore permanent residents:

Amran added that the Stay Permit originating from VOA for Tourism is a Visitor Stay Permit, which is granted for a maximum period of 30 days and can be extended for a maximum of 1 (one) time. "Visitor Stay Permits from VoA for Tourism cannot be changed into other types of Stay Permit," added Amran. "Foreigners who are confirmed to have misused their stay permits will be subject to immigration sanctions. Likewise, if they have violated health protocols and disrupted public order, they will be subject to sanctions according to the applicable laws and regulations," concluded Amran.

However, foreigners holding VoA for Tourism can leave Indonesia through any immigration control, not necessarily in Bali," said Sub-Coordinator of Public Relations of the DGI, Achmad Nur Saleh.

"Foreigners must present all requirements for a VoA for Tourism at the immigration counter such as a passport valid for at least 6 (six) months, a return ticket or a connecting ticket to continue traveling to another country, and other documents required under the provisions from the Covid-19 Taskforce," he continued.
The Non-Tax State Revenue or fee for VoA for Tourism, according to the Attachment of Government Regulation No. 28 of 2019, is Rp. 500,000.
"Stay Permits originating from VoA for Tourism are Visitor Stay Permits which are granted for a maximum period of 30 days and can be extended 1 (one) time. The extension is granted for 30 days and is carried out at the nearest immigration office to the location where the foreigner lives while in Indonesia. A Visitor Stay Permit from VoA for Tourism cannot be changed into another type of visa/stay permit," concluded Achmad.
He also requested that foreigners and tourism industry players cooperate with immigration officials. The owner or manager of hotels is obliged to provide information or data regarding foreigners staying overnight to facilitate the supervision of foreigners.
"Foreigners whose activities violate VoA for Tourism will be subject to immigration sanctions. Likewise, if they are confirmed to have disregarded health protocols and disrupt public order, they will be subject to sanctions under applicable laws and regulations," said Achmad.
REPUBLIKA.CO.ID, DENPASAR — Kantor Imigrasi Kelas I Khusus TPI Ngurah Rai, Bali, mencatat 1.851 turis asing telah mengajukan izin tinggal keimigrasian (ITK). Izin diajukan para turis dengan maksud kedatangan VoA", maupun keperluan bisnis.
“Dengan perincian, 1.817 turis asing maksud kedatangan keluarga, 17 orang untuk pembicaraan bisnis, dan 17 orang lainnya VoA",,” kata Kepala Subbagian Humas dan Reformasi Kanwil Kemenkumham Bali I Putu Surya Dharma di Denpasar, Jumat (28/8) malam.
Putu menyebutkan, turis asing tersebut beberapa di antaranya berasal dari Eropa, Amerika Serikat, dan Rusia. Dibukanya permohonan izin tinggal keimigrasian ini, kata dia, sejak dikeluarkannya aturan perpanjangan batas waktu kewajiban orang asing pemegang izin tinggal keadaan terpaksa (ITKT) untuk mendapatkan izin tinggal keimigrasian.
Permohonan izin tinggal keimigrasian juga dilakukan di Kanim Kelas I TPI Denpasar terhitung 13 Juni sampai dengan 25 Agustus 2020, ada sebanyak 7.343 permohonan. Untuk Imigrasi Kelas II Singaraja, kata Surya, tercatat 479 permohonan izin tinggal keimigrasian.
Merujuk Surat Edaran Direktur Jenderal Imigrasi Nomor IMI-GR.01.01-1102 Tahun 2020 tentang Layanan Izin Tinggal Keimigrasian dalam Tatanan Kenormalan Baru dan Surat Direktur Jenderal Imigrasi Nomor IMI-GR.01.01-3558 22 Juli 2020 perihal Penegasan Surat Edaran Direktur Jenderal Imigrasi Nomor IMI-GR.01.01-1102 Tahun 2020 tentang Layanan Izin Tinggal Keimigrasian dalam Tatanan Kenormalan Baru, kata dia, ada perubahan batas waktu kewajiban orang asing memiiki izin tinggal keimigrasian sebagaimana dimaksud pada angka 1 huruf a dan b yang semula pada tanggal 20 Agustus 2020 menjadi 20 September 2020.
Ia menjelaskan bahwa pemegang izin tinggal kunjungan yang berasal dari visa kunjungan saat kedatangan, visa kunjungan satu atau beberapa kali perjalanan, KPP APEC (ABTC), atau awak alat angkut (crew visit) dan telah memperoleh ITKT dapat memperpanjang izin tinggal kunjungan atau mengajukan persetujuan visa dan melapor pada kantor imigrasi setempat paling lambat pada tanggal 20 Agustus 2020.
Selain itu, pemegang bebas visa kunjungan, izin tinggal terbatas, atau izin tinggal tetap yang telah berakhir dan tidak dapat diperpanjang sesuai dengan peraturan perundang-undangan serta telah memperoleh ITKT, wajib mengajukan persetujuan visa dan melapor pada kantor imigrasi setempat paling lambat pada 20 Agustus 2020.
