Jakarta: The Directorate General of Immigration needs to formulate concrete strategies and concepts through technological, political and security approaches. It was conveyed by the Minister of Law and Human Rights, Yasonna H. Laoly when opening the Focus Group Discussion on the Strategy for Increasing the Role of Immigration Intelligence on Tuesday (22/08/2023).
"The development of information technology has a negative impact on aspects of international crime such as human trafficking, illicit drugs and illegal fishing. Some time ago, I received official envoys from Google; he was even worried about artificial intelligence (AI) being used for negative things," said the Minister of Law and Human Rights.
Therefore, he continued, the Directorate General of Immigration is vital in distributing information for strategic and tactical policy decisions. Immigration Intelligence, in particular, has a role in detecting and preventing threats related to transnational crimes. He said implementing regulations and human resource development was critical in achieving this.
Supporting the Minister's statement, the Director General of Immigration, Silmy Karim, stated that information is the main business of intelligence.
"So how can we collect information to be analyzed and the results provided for the organization's benefit? Both for operations, anticipating possibilities that will occur in the future or matters that are important in the formulation and implementation of policies," he said.
At the event, the former Head of the State Intelligence Agency (BIN), A. M. Hendro Priyono, said raising information regarding the investigation and security process was essential.
"The intelligence function cannot be reduced and must consist of lidpamgal (investigation, security and mobilization). The Directorate General of Immigration has legal subjects as foreigners residing in Indonesia, meaning that intelligence plays a central role in preventing threats. We can overcome this threat only through good organization and technological intelligence," he said.
The material for the focus group discussion on immigration intelligence was attended by the former Director General of Immigration, Prof. Iman Santoso, and intelligence expert Yohannes Wahyu Saronto as speakers. Topics focused on the forum include the importance of carrying out a comprehensive mitigation role by understanding patterns and mapping target movements. Border operation centres, simplification of application systems, and consideration of using AI on more sophisticated systems were also a concern in the discussion.
In the last session, the representative from US Immigration and Customs Enforcement (ICE), Richard, said that organizational and small team determination needs to be carried out in the intelligence strategy. US ICE also explained the implementation of the BITMAP program in immigration intelligence.
The Directorate of Immigration Intelligence (Directorate Intelkim) has succeeded in uncovering various cases of fraud by foreign nationals, such as cases of fake sponsors, Chinese foreigners holding counterfeit Mexican passports and Vanuatu citizen who used Indonesian identity card to compete in One Pride MMA.
