Batam: The Directorate General of Immigration (DGI) officially relaunched the Multiple-Entry Visa service through Circular Letter Number IMI-0783.GR.01.01 of 2022 on Monday (28/11/2022). Multiple-Entry Visitor Visa (VKBP) allows Foreigners to enter Indonesia several times within 1 (one) year without the need to apply for a new visa. Foreigners are permitted to stay for 60 (sixty) days every time they enter Indonesia.
"The Immigration as a community development facilitator offers a visitor visa for multiple trips that target business people and foreign tourists. This policy is hoped to facilitate foreign tourists, business people, and foreigners who want to visit Riau Islands. We expect our joint endeavors will yield good outcomes and be blessed by God Almighty," said the Acting Director General of Immigration, Widodo Ekatjahjana, in Batam.
The VKBP policy, he added, is expected to encourage foreign business people to travel and do business or invest in Indonesia. The ease that Immigration provides is a non-fiscal incentive that can generate income for the country and increase the people's economy.
The VKBP relaunch event was attended by the Governor of the Riau Archipelago, Ansar Ahmad. The inauguration was marked by the gong sound and symbolically handing out the Circular Letter by the Acting Director General of Immigration to the Governor.
"Highest appreciation for the Ministry of Law and Human Rights officials, in this case, the Directorate General of Immigration. The DGI has issued a policy that becomes a key to accelerating economic recovery through the tourism sector to provide an economic multiplier effect in various community activities," added Ansar.
He added Riau Islands are also a destination for foreign tourists. Before the pandemic, the number of foreign tourist arrivals reached almost 3 million people. However, the Covid-19 pandemic reduced this number to only around 1,000 foreign tourist arrivals. As of January - July 2022, more than 275,000 foreign tourists were visiting the Riau Islands. From April to the end of the year, another 500,000 foreign tourist visits are expected to arrive.
"We welcome this Multiple Entry Visa because it is like a breeze of fresh air that makes it easier and accelerates the increase in the number of foreign tourist arrivals. After the policy is enacted, we will evaluate its progress jointly. The unique thing about Riau Islands tourism is that typically, tourism is most lively on weekends, unlike Bali, for example. Thus, policy segmentation will likely be required to spur tourism. Our task is to incubate the Riau Islands as a golden egg to produce higher revenue in the tourism sector," said Ansar.
Holders of multiple-entry visitor visas (VKBP) can only enter and leave Indonesian Territory through the Immigration Border Controls (TPI) in the Riau Archipelago. However, they can visit various places/areas while in Indonesia.
Foreign business persons who want to apply for a VKBP must have a corporation or company in Indonesia as a sponsor. The sponsor can submit the VKBP application online through visa-online.imigrasi.go.id or through Indonesian Mission offices abroad. The cost charged is IDR 3,000,000 per person/year.
The main requirements for submitting VKBP are as follows:
- A valid national passport for at least 18 (eighteen) months;
- Letter of sponsorship from the sponsor except for tourism purposes;
- Proof of having living expenses for himself and his family while in Indonesian in the form of a checking account, savings book, or deposit for the last 3 (three) months belonging to the foreigner or sponsor in an amount of at least USD 2,000 (two thousand US dollars) or equivalent;
- A return ticket or a connecting ticket to continue the journey to another country except for the crew of the transportation means who will stop by to join the ship and continue the journey to another country;
- A recent color photograph with a white background was taken for at least the last 3 (three) months.
In addition, there are additional requirements during the Covid 19 pandemic, as follows:
- A letter of Statement willing to comply with all applicable health protocols in Indonesia;
- Proof of having received the full dose of COVID-19 vaccine.
- Proof of ownership of health insurance/travel insurance, including health financing, or a statement letter willing to pay independently if affected by COVID-19 in Indonesia.
Widodo emphasized that holders of VKBP are prohibited from working in Indonesia. Activities that can be carried out by foreigners holding VKBP are business talks, tourism, government assignments, purchasing goods, meetings, humanitarian reasons, and transit.
"The Trial of Multiple-Entry Visitor Visa (VKBP), held in the Riau Islands, targets Singapore Citizens and foreigners with Singapore Permanent Resident status. This policy is a form of Immigration support for global business people, bona fide potential investors, and world billionaires with large capital so they can conveniently cross Indonesian borders," he said.
The business people who attended the inauguration of VKBP included the Chairman of Citramas Group KEK, Kris Wiluan, Managers of Nongsa Point Marina, Naradewa, ASITA Batam, PHRI Batam, and Shipping Entrepreneurs. The Provincial Government of the Riau Islands and the Office of Culture and Tourism also attended the event.
