Minister of Law and Human Rights, Yasonna H. Laoly, issued the latest immigration policy, namely the Permenkumham [Minister of Law and Human Rights Regulation] Number 34 of 2021 on the Granting of Immigration Visas and Residence Permits during the Covid-19 Spread Handling and the National Economic Recovery on Wednesday (15/09/2021). With the issuance of this immigration regulation, the entry restriction for foreigners to Indonesia, based on the Permenkumham Number 27 of 2021, is declared invalid.
The Head of Public Relations and General Affairs of the Directorate General of Immigration, Arya Pradhana Anggakara, said that the Permenkumham Number 34 of 2021 gives entry permits for foreigners with legal and valid visas or residence permits.
"Previously in the Permenkumham Number 27 of 2021, it was stated that foreigners could not enter Indonesian territory, except for the holder of service visas and diplomatic visas. Meanwhile, the Permenkumham Number 34 of 2021 reopens access for foreigners holding valid visit visas and temporary residence visas to enter Indonesia," he said.
Angga explained that other foreigners who are now granted permission to enter Indonesian territory include those who hold service residence permits, diplomatic residence permits, temporary residence permits, permanent residence permits, APEC Business Travel Card (ABTC), crews arriving with their means of transport, and Traditional Border Crossers.
"These foreigners can enter Indonesian territory through certain Immigration Checkpoints, after observing the Covid-19 health protocol according to the legislation," said the 36-year-old man.
Offshore visa services which were temporarily suspended have now reopened. Applications for offshore visa approval can be submitted based on the foreigner’s type of activity under the legislation provision. Applications for visa approval are submitted online through the. visa-online.imigrasi.go.idFor work visa applications, it is done especially through the tka-online.kemnaker.go.id.
“It should be noted that there are several additional requirements that must be met by the applicants for the visa application. These additional requirements include a complete dose of the Covid-19 vaccination card/certificate, a written statement stating willingness to comply with Indonesian health protocols, and proof of health/travel insurance policy. If they do not have health insurance, they must make a statement of willingness to bear their medical expenses when exposed to Covid-19 while staying in Indonesia," Angga stated firmly.
In addition to regulating changes to policies for entry permits and visa services, through Permenkumham Number 34 of 2021, the government can prohibit and refuse foreigners from certain countries with a high rate of Covid-19 spread. The entry ban is based on information provided by the ministry or agency that carries out the Covid-19 handling.
