Jakarta: Foreigners who apply for a Golden Visa can open an online bank account to put funds on Bank Mandiri for immigration term deposits as the assurance of support. Foreigners can submit their applications and open the account online from their country of origin. The program was made possible through cooperation between Bank Mandiri and the Directorate General of Immigration, and it was signed on Tuesday (05/12/2023). Director General of Immigration Silmy Karim said that the Livin' by Mandiri application service for immigration will be ready in February 2024.
"This collaboration also responds to two of the four assignments given by the President when appointing me to serve as Director General of Immigration, namely golden visas and digitizing immigration services," explained the Director General of Immigration, Silmy Karim, at the cooperation agreement signing ceremony with the President Director Bank Mandiri, Darmawan Junaidi on Tuesday (05/12/2023) at the Mandiri Club, South Jakarta.
A Golden Visa is granted to obtain a stay permit for 5 to 10 years to support the national economy. This type of visa requires foreigners to invest capital in Indonesia. These funds must be put or deposited at a bank in Indonesia.
Integrating the Directorate General of Immigration's electronic visa portal with Livin' by Mandiri banking services provides practicality for foreigners. From the government's perspective, this scheme allows for effectiveness and efficiency in the Golden Visa application process.
Golden visa applicants can open a Bank Mandiri account directly with the Livin' by Mandiri application. Through this account, their funds can be put into their immigration term deposits instantly.
"This scheme will significantly help us. Especially in simplifying the application process until the Golden Visa is issued, even in monitoring the Golden Visa holder's funds, which follow the requirements, all managed by the system," said Silmy.
On the same occasion, Main Director Darmawan Junaidi said, "It is hoped that the ease and security of transactions offered can improve the quality of the Directorate General of Immigration's public services to foreigners and draw more engagement of foreigners to invest their funds in Indonesia."
"Digitalization of public services must be carried out well because digitalization is a solution to facilitate and speed up the process of providing better services to the public. Plus, digitalization also narrows the opportunities for irregularities to occur. "This is important capital in the process of making Indonesia an increasingly advanced country," concluded Silmy.

JAKARTA - The government has officially removed Cameroon from the countries subject to Indonesian calling visas. It was endorsed through the Decision of the Minister of Law and Human Rights Number M.HH-05.GR.01.06 of 2023, signed on 23 November 2023. Removing Cameroon from the list of countries for calling visas was based on several considerations, including the potential for economic cooperation and the relatively low negative impact (level of vulnerability/risk) on Indonesia.
"One of the reviews for removing Cameroon from the list of countries for calling visa is that the country has a potential market and is an entry point for Indonesian products into the West African and Central African regions. "Data from Statistics Indonesia (BPS) and the Ministry of Trade also shows that there is a surplus of 32 million US Dollars in the trade balance between Indonesia and Cameroon in 2022," said Director General of Immigration Silmy Karim on Tuesday (28/11/2023).
Silmy also explained that there has been a significant downward trend in Immigration Administrative Actions (TAK) against Cameroonian citizens in recent years. Apart from that, in almost the last four years, there have been no cases of Cameroonians brought to court in Indonesia.
Removing Cameroon from the list of calling visa countries has implications for visa application procedures for Cameroonian citizens who are no longer through the clearing house (CH). They can make a visa application online via evisa.imigrasi.go.id. Immigration monitoring of Cameroonian citizens also applies to foreign citizens in general.
“Pengawasan keimigrasian berlaku seperti biasa, WN Kamerun akan ditindak apabila melakukan pelanggaran. Jika terdapat banyak pelanggaran, maka Imigrasi dapat mengusulkan untuk mengevaluasi kembali pencabutan calling visa tersebut. Direktorat Jenderal Imigrasi terus mengevaluasi negara-negara yang masuk dalam daftar negara calling visa. Saat ini, proses evaluasi pencabutan calling visa tengah dilakukan terhadap negara Guinea di Afrika Barat,” tutur Silmy.
On the other hand, Indonesian citizens (WNI) coming to Cameroon must apply for a visa. For tourism purposes, visas are granted with a validity period of up to 30 days. And for business purposes, visas are granted with a validity period of up to six months.

JAKARTA (17/11/2023) – Until November 2023, the Directorate General of Immigration have successfully recorded brilliant achievements in arresting international fugitives. In collaboration with the Indonesian Police (POLRI) and Interpol, most of the foreign fugitives were repatriated to be tried in their home countries.
"There are various cases that ensnare these foreign fugitives, some are suspects of fraud, smuggling, drugs, economic crimes in their country and even murder," explained the Director General of Immigration, Silmy Karim in Jakarta on Friday (17/11/2023).
The international fugitives who were successfully arrested by Immigration in detail include five fraud suspects, five economic crime perpetrators, four people involved in fictitious guarantees and investments, and three people involved in murder cases. Meanwhile, the remaining five people are suspects of other crimes.
Immigration officials deported the US dual citizen of Australia and Italy on February 19, 2023. He had been a person interest of the Italian government since 2016 on drug trafficking charges. The DGI also arrested a Chinese citizen with the initials LZ who had been on the run since 2014 in a case of credit card fraud and embezzlement of funds worth 1.65 million Yuan. When he was arrested, LZ evaded and claimed to be an Indonesian citizen in the name of Agus. He showed the fake ID and Indonesian passport. After being questioned by officers, LZ finally admitted the act of falsifying his immigration documents. LZ was then deported because he was in Indonesia without valid travel documents and residence permits, as well as having Indonesian residence documents.
"Last October we arrested five Chinese citizens. Three people are suspected of fraud and fictitious investment, two people are suspects in a murder case," explained Silmy.
A total of three murder suspects who were arrested in June (CX) and October (WJ and WC) have been at large since 2006 (CX) and 2004 (WJ and WC).
Fictitious guarantees and investments were also the mode of crime committed by YW, LS and CR who were arrested and deported in November 2023. In the same month, immigration officers also succeeded in luring WL, who is the DPO for the Love Scam cyber crime case, resulting from the development of the Batam, Belakang Padang and Singkawang cases. When he was arrested, WL was also with two other Chinese citizens with the initials YW (DPO since 2021) and CW, a Chinese citizen who was also actively involved as an organizer and recruiter of Indonesian citizens who would work in Cambodia regarding online gambling and other cyber crimes. WL and CW were arrested on suspicion of fictitious guarantees and their travel documents were declared invalid by the Chinese government, while YW was arrested because he was living in Indonesia illegally.
Until now, the Directorate General of Immigration continue to try to track and arrest other foreign criminals hiding in Indonesia. This success is the result of good cooperation and coordination between various related agencies.
"We invite the public to support efforts to eradicate transnational crime by reporting any foreigners deemed suspicious," concluded Silmy.

Kembali ke Indonesia bukan mimpi lagi bagi Yuliana, Warga Negara Indonesia (WNI) yang tahun ini genap berusia 88 tahun. Sejak pandemi Covid-19 melanda dunia, Yuliana pindah ke Sydney untuk tinggal bersama putrinya, Susanti Lim yang menetap di Sydney sejak 10 tahun lalu dan telah memperoleh status permanent residence.
Di usianya yang semakin lanjut, Yuliana hanya ingin kembali berkumpul bersama karib kerabatnya di Indonesia. Sayangnya, kursi roda menghambat gerak Yuliana untuk melakukan penggantian paspornya yang telah habis masa berlaku sejak Februari 2023. Jarak 47 km dari Glenwood ke KJRI cukup menyulitkan bagi Yuliana yang hanya tinggal berdua dengan Susanti di Sydney.
“Cukup sulit bawa Mama yang harus pakai kursi roda ke Maroubra untuk perpanjang paspor (lokasi KJRI Sydney, red), jadi saya coba cari-cari info di internet dan ternyata KJRI punya program SELARAS ini,” jelas Susanti.
Susanti kemudian mengirimkan email kepada KJRI untuk mendaftarkan pengurusan paspor ibunya melalui program SELARAS. Sehari setelah mengirimkan email, ia menerima balasan yang menginformasikan kedatangan petugas migrasi pada Jumat (24/11/2023).
SELARAS merupakan kependekan dari Sambangi Lansia dan Orang Sakit. Layanan pengurusan paspor jemput bola yang menjadi inovasi bidang imigrasi dari KJRI Sydney bagi WNI lanjut usia, memiliki kondisi medis dan berkebutuhan khusus yang memiliki kendala untuk datang ke KJRI mengurus paspor.
KJRI Sydney membawahi tiga dari enam negara bagian di Australia, yaitu New South Wales, Queensland dan South Australia di mana terdapat sekitar 42.000 WNI yang membutuhkan pelayanan dan perlindungan dari KJRI Sydney.
“Layanan SELARAS kami buka bagi WNI di wilayah Greater Sydney Area. Bagi WNI yang berada di luar wilayah Greater Sydney Area Layanan SELARAS menyesuaikan dengan ketersediaan waktu dan infrastuktur KJRI Sydney. Biasanya kami sambangi pemohon saat istirahat makan siang, atau weekend sehingga tidak mengganggu layanan harian di KJRI Sydney,” jelas Konsul Imigrasi pada KJRI Sydney, Agus A. Majid.
Selama periode Desember 2021 s.d. 24 November 2023, telah 27 orang WNI yang memperoleh kemudahan melalui layanan ini. Sementara itu bagi kota atau negara bagian lain yang masih masuk wilayah akreditasi KJRI yang memiliki kendala jarak dalam pengurusan paspor, KJRI menyediakan program reach out/ layanan jemput bola secara berkala yang biasanya diselenggarakan berbarengan dengan layanan warung kekonsuleran.
"Inovasi ini merupakan wujud Layanan Prima yang Ramah HAM, serta bentuk upaya KJRI Sydney untuk terus meningkatkan Kualitas Layanan Publik serta mengurai kendala-kendala dalam pengurusan paspor," tutup Majid.

JAKARTA – Integrasi layanan kependudukan dan imigrasi (INDUKSI) yang digagas oleh Kantor Imigrasi Kelas I Khusus TPI Jakarta Barat dan Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Provinsi DKI Jakarta menuai apresiasi dari Ombudsman RI. Hal tersebut disampaikan oleh Anggota Ombudsman RI, Jemsly Hutabarat dalam penyampaian Hasil Kajian Integrasi Data Administrasi Kependudukan Bagi Warga Negara Asing dan Perubahan Status Kewarganegaraan di Kantor Ombudsman RI, Senin (28/11/2023) di Jakarta.
Kepala Kantor Imigrasi Kelas I Khusus TPI Jakarta Barat, Wahyu Eka Putra menjelaskan “INDUKSI merupakan implementasi dari Satu Data Indonesia yang memungkinkan interoperabilitas antar instansi,” Ketua Ombudsman RI, Mokhammad Nadjih, membuka acara dengan menyoroti pentingnya integrasi data administrasi kependudukan, khususnya bagi WNA dan perubahan status kewarganegaraan. Hal ini dilatarbelakangi masuknya laporan masyarakat terkait penerbitan dokumen kependudukan Warga Negara Belanda yang telah memperoleh status Warga Negara Indonesia, namun kemudian diketahui dokumen keimigrasian dan pewarganegaraan bukan merupakan dokumen resmi yang diterbitkan oleh instansi terkait.
Bukan hanya itu, laporan lainnya menyebutkan adanya tindakan pemalsuan dokumen kependudukan, seperti Kartu Keluarga (KK) dan Kartu Tanda Penduduk elektronik (KTP-el) oleh sejumlah WNA. Laporan tersebut menunjukkan adanya ketidaksesuaian dan masalah terkait validitas dokumen kependudukan, yang mengarah pada pentingnya peninjauan lebih lanjut terhadap proses penerbitan dokumen kependudukan dan pemantauan yang lebih ketat terhadap penggunaan dokumen tersebut.
Laporan tersebut dijadikan dasar untuk melakukan kajian mengenai Mekanisme Verifikasi dan Validasi Dokumen Persyaratan dalam Proses Administrasi Kependudukan bagi Orang Asing; serta Perubahan Status Kewarganegaraan; Sistem dan integrasi dan Keterhubungan Data Antar Instansi Sesuai Ketentuan Peraturan Perundang-undangan. Kajian tersebut mengambil sampel di tujuh provinsi di Indonesia di antaranya Aceh, Banten, DKI Jakarta, Jawa Timur, Kepulauan Riau, Sulawesi Tengah dan Nusa Tenggara Barat yang melibatkan sejumlah instansi di antaranya adalah Kantor Imigrasi, Kantor Wilayah Kementerian Hukum dan HAM (Kemenkumham) RI, Direktorat Jenderal Administrasi Hukum Umum (AHU) Kemenkumham RI, Dinas Kependudukan dan Catatan Sipil.
“Belum ada mekanisme yang baku dan detail untuk mengatur proses verifikasi dan validasi dokumen persyaratan dalam proses administrasi kependudukan bagi orang asing,” jelas Nadjih dalam keterangan tertulisnya pada Senin (28/11/2023).
Belum adanya integrasi data terkait pencatatan Administrasi Kependudukan bagi Orang Asing dan perubahan status kewarganegaraan tersebut menunjukan bahwa penyelenggara belum melaksanakan kewajiban pelayanan publik yang diamanatkan dalam Peraturan Presiden Nomor 96 Tahun 2018, bahwa Pelayanan Pendaftaran Penduduk dan Pencatatan Sipil diselenggarakan dengan prinsip integrasi dan keterhubungan data antar instansi dan/atau lintas instansi terkait serta kewajiban mematuhi peraturan perundang-undangan yang terkait dengan penyelenggaraan pelayanan publik sebagaimana Pasal 15 Undang-Undang 25 Tahun 2009 tentang Pelayanan Publik. Hal ini dapat menimbulkan terjadinya Maladministrasi dalam penyelenggaraan pelayanan publik berupa pengabaian kewajiban hukum.
Dari kajian tersebut, Ombudsman memberikan rekomendasi jangka pendek dan jangka Panjang bagi seluruh instansi terkait. Rekomendasi jangka pendek di antaranya adalah membangun mekanisme pemberitahuan atau tembusan kepada Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri; Direktorat Jenderal Administrasi Hukum Umum Kementerian Hukum dan HAM; dan Direktorat Jenderal Imigrasi Kementerian Hukum dan HAM terkait dengan produk hukum yang diterbitkan oleh masing-masing instansi yang berkaitan dengan Orang Asing pemegang ITAS/ITAP, Orang Asing yang telah memperoleh kewarganegaraan Indonesia melalui proses Pewarganegaraan, WNI yang kehilangan Status Kewarganegaraan Indonesia.
Sementara itu untuk jangka Panjang, Ombudsman merekomendasikan integrasi dan keterhubungan data Orang Asing pemegang ITAS/ITAP, Orang Asing yang memperoleh kewarganegaraan Indonesia melalui pewarganegaraan dan data WNI yang kehilangan status kewarganegaraan Indonesia di antara instansi dengan cara memberikan access view demi validasi dokumen. Sebagaimana yang telah lebih dahulu dicontohkan oleh Kantor Imigrasi Kelas I Khusus TPI Jakarta Barat dan Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Provinsi DKI Jakarta.
“Integrasi data ITAS (izin tinggal terbatas) dan SKTT (surat keterangan tempat tinggal) melalui aplikasi INDUKSI jadi praktik baik untuk mempermudah Orang Asing dalam mengakses pelayanan keimigrasian dan dokumen kependudukan,” jelas Hutabarat.

Jakarta - Kantor Imigrasi Kelas I Jakarta Pusat segera mendeportasi seorang pria berkebangsaan Tiongkok yang menjadi buronan Kepolisian negara asalnya. Kepala Kantor Imigrasi Kelas I Jakarta Pusat Wahyu Hidayat mengungkapkan bahwa LS diamankan petugas imigrasi pada Selasa (07/11/2023) di sebuah apartemen di Cempaka Putih, Jakarta Pusat.
"Kami memperoleh informasi dari Direktorat Intelijen Keimigrasian terkait adanya Pencarian Orang oleh Kepolisian Tiongkok yang keberadaannya di wilayah Kantor Imigrasi Kelas I Jakarta Pusat. Kemudian petugas Imigrasi menindaklanjuti informasi-informasi yang didapatkan dan melakukan pencarian serta mengamankan Orang Asing tersebut," ujar Wahyu pada Konferensi Pers pada Senin (20/11/2023).
During an examination of the person’s Passport and Residence Permit, it was discovered that the person had not been living at the address stated on his Residence Permit. Next, the officers took immigration administrative action in the form of detention of the person in the local detention room.
"We get information that LS was included in the POI of the Immigration Intelligence Directorate at the request of the Chinese Government's Interpol regarding economic crime cases in his country in 2020," said Wahyu.
In addition to detention, LS will also be given immigration administration action in the form of deportation accompanied by deterrence as in Article 75 paragraph 3, Law Number 6 of 2011 concerning Immigration, which states that deportation can be carried out on foreigners who try to avoid threats and execution of punishment in their home country.
"Furthermore, the deportation of LS will be carried out after coordinating with Interpol through the Directorate General of Immigration. The Central Jakarta Immigration Office continues to be committed to increasing supervision of foreigners living in the Central Jakarta area. We want the Central Jakarta area to be a conducive area, supporting the national economy, and not becoming a place for international fugitives," said the Head of the Central Jakarta Immigration Office, Wahyu Hidayat.
